Osborne was contracted by the Armed Forces Memorial Trust to build a memorial commemorating servicemen and women who have died since the Second World War. 
The construction of the memorial commenced with the building of a 6m high earth mound approximately 100m wide at the base and approximately 50m wide on the top. The next stage was to install 177 piles through the mound and existing fill material below the mound and into the natural clays below. Once the piling was complete the construction of the pile cap began, on which the superstructure of the memorial was to be built.
The stone was quarried in Portland, Dorset and sent to Northern Ireland where it was cut and shaped, with names engraved by machine to an accuracy of 0.2mm.
The finishes around the walls are Portland stone paving around the wall bases with the remaining area covered with Bredon Gravel. A gentle 300m long spiral path, with 57 evergreen oak trees planted on the outer edge, gives access to the top of the mound.
The memorial was dedicated in the presence of HM The Queen, on Friday 12th October 2007.
