Osborne has extensive experience of partnering with public sector clients, and is now building on this experience by getting actively involved in the PFI/PPP arena, both as an investor and as a key subcontractor. Our core areas of PFI/PPP activity are affordable housing, community health, social care and education.
As part of the Caring4Croydon consortium we are managing a £38 million PFI scheme to build four residential homes for older people in Croydon. We were also bid leader in the successful Young Herts consortium, which will design, build, finance and provide facilities management for children’s homes, community and family resource centres on 14 sites for Hertfordshire County Council.
Success
Despite being a recent entrant in this market, we have achieved early success by applying our traditional open partnership approach, a style that has been well received by our public sector collaborators on recently closed schemes.
In PFI/PPP projects, Osborne takes the role of equity partner and provides bid management to the special purpose vehicle, working closely with our equity partners and the facilities management provider. We will also consider directly undertaking responsibility for facilities management on certain projects, in addition to our traditional role of design and build contractor.
Investment
In addition to “traditional” PFI projects, we are also actively investing in a range of PPP schemes, from one-off health centres to NHS LIFT frameworks. Our ability and desire to invest also enables us to assist partners on more traditional projects who require funding to realise them.
